Odd Email Marked From Faa

I got this in my email today. I thought it was weird, but thought I would at least see where it came from. This is a screen shot from my laptop. The reply button, which you cannot see here, takes me to an artist page on FAA. This woman, Cecilia Vallejo, doesn't exist on FAA nor does that message that looks so 'official'. Not sure if this was some sort of phishing thing, but I've changed my password. Has anyone else gotten something like this? Any guess as to what the purpose might be?
